Default Potential mast base?

I was at an RV show today and saw one of these with a very large banner hanging from it. Despite the breeze it was fairly stable, and would be much more stable with just a camera mount at the top instead of a large banner. The base splits into four sections and can be filled with sand or water. The pole sections work very similar to the masts we use, except there is a detent pin you push in to release, then you lift that section until it locks. I was looking at it from the standpoint of removing all of the sections except the lowest one where the quad legs mount, and sliding an actual mast down into that tube. I am just wondering if anyone else has seen one of these.
